I read through several of these patterns. They are fine as written. Finished size is 12", unfinished size is 12.5". The easy place to look is at the size of the center block. If it's 3 1/2" or 4 1/2" , well those 1/2" are your seam allowances.

Are you sure that the blocks don't come out 12 1/2 x 12 1/2 and end up as a 12 x 12 finished block. Check that out before you add the 1/2 inch.
