I agree - make a smaller quilt with the intact parts (you could reinforce some seams in the process to make sure the "quilt redux" is stabler) and use the other parts for other projects. I am a big proponent of "if it started out as a quilt, do what you can to KEEP it a quilt."

I'd repair the raggedy blocks as best I could and use these to make a table runner, one-block-wall hanging(s), or other items that won't get much wear. If you use these items for a garment, it'll get washed and used in directions that neither the fabric nor the seams might not be able to withstand at this point in its age.
