After reading everything I've thought of 2 ways.
1) If doing a double ruffle then you can bind and then sew the ruffle onto the binding with a couple row of stitches, then you would have the wide part of the border on the outside and then and little tiny ruffle above the stitching. Both would then show.
2) Make the ruffle then sew the binding strips (I'd make a front and back) and sort of sandwich it between the 2 and sew. Then I would hand sew down the binding on front and back.
