Not necessarily. I don't know how it works in your state, but last year a got a notice from another state(one i've never been in) that they caught me speeding. The photo showed the driver very clear. It was a car registered to me-DD has it- and had let her boyfriend borrow it. I contacted them, they requested his address and HE got the ticket and fine.
