I cut regular fabric bolts out, and usually get 4 mini-bolts out of each fabric bolt. There is a company out there who sells plastic bolts roughly the same size as the ones I end up with (a little larger than a shoebox lid) and they claim that using fabric bolt cardboard will ruin your fabric over time, but I've never had problems with that, although I've only been storing my fabric like this for about a year or so.
