I made the ruffles and attached to the t-shirt ( #2 I attached double ruffles to the hem of the t-shirt, #1 I attached double ruffles at an angle and attached a bow at the waist made from grograin ribbon). I then made shorts from the ruffle fabric. You can also buy inexpensive shorts and sew ruffles around the leg hemline. Don't forget the hair assessories. You can glue a bow made from the fabric or ribbon to an inexpensive hair band. Buy inexpensive flip flops and glue the bows on. You will have a designer outfit for pennies.
