The last time we flew, I forgot and had my short scissors in my carry-on. They didn't question it although others have had theirs confiscated.
Usually, I take those little fingernail clippers to cut thread. Someone also suggested to me, that they brought some dental floss and used the little cutter on it to cut thread.
I usually do embroidery or English paper piecing on the plane.
