There's no right answer. You can leave it without a border and if you have extra fabric, make pillowcases or pillow shams. You can also make it much longer and have it tuck over the pillow. Personally, I leave it short and make pillowcases. If you don't have enough to make pillowcases, you can purchase them and just trim with leftover fabric. See my avatar? No top border!!!!
