When I pin baste, I just hook the pins, turn the project over and check the backing. Sometimes there are folds that the "quilting witch" put in or other adjustments that have to be made before quilting. It is much easier to remove unhooked pins rather than closed pins. Then closing the pins is much easier when the project is not flat.
