Many bikers do not like helmets. They take their risks...and honestly helmet verses concrete...concrete will win anyway.
I am only 5'4" and I can hold mine up. It is small 600 cc and the seat is only about 21" off the ground, weighs about 500 lbs. I think you could do it if you had the right bike. And I never ride without my helmet even though we do not have a helmet law here. I learned in Oregon where they do have a law and I feel naked without mine.
