We have a couple ladies around here that do.
I haven't ridden one in alot of years but been seriously thinking about getting one with a side buggy and storage room in the back.
With gas prices the way they are my SUV isn't necessarily the best way to travel anymore.
As for safety gear I'd wear it no matter if the law required it or not. There are some really stupid drivers out there. I would wear a helmet, elbow and knee pad protection at minimum with high boots to protect the legs and foot as well.
