I really wouldn't steam eggplant then mash it up and add flour and eggs. I think it would be just so much mush.
The way I fry eggplant is to peel it (optional), slice it and season it, dredge in flour, dip in beaten egg, then in dry bread crumbs, then fry in a skillet. It's done when easily pierced with a fork and the bread crumbs are crisp and golden.
