Yes it is one layer on the handles, but you fold the handle fabric in 3 places, essentially sewing 4 layers of fleece and fabric to make the handle.
I ended up using a heavy stabilizer on the handles instead. They are thinner, but i like it better.
I also have my handles go "deeper" into the purse, rather than match up raw edges, keeps them from flopping around everywhere. if that makes any sense at all!
