I think the strips would be more accurate cut with a rotary cutter.
I get smoother edges with a rotary cutter - I tend to "hack" when I'm using a scissor.
However - generations have made lovely quilts cutting the fabrics with scissors.
So - if you cut accurately and smoothly, scissors are also good.
