It is a stand alone program through EQ. Dear Jane is definitely a learning quilt for most people. Piecing is more difficult working in smaller blocks, regardless of how advanced you are. Standard blocks tend to be 9, 10 & 12 inches or larger in the US....maybe that is not the case in other countries.
Also, many quilters tend to have prefer piecing or applique. Few quilters are advanced in both.
If the Dear Jane quilt were simple, everyone who started one would complete the full quilt. That simply is not the case.
