That's not an unusual bobbin winder. All the machines built in this time have the same set-up.
I've used a few sewing machines in my 50+ years of sewing and I'd never seen a bobbin winder on the wheel. Maybe I just don't get around much.
So what are you thinking the manufacture date is?
