The ruler is just to give you the proper angle to cut the tubes. Size is determined by the width of your strips. Are your 2.5"? That's what I think mine were, or whatever the normal jelly roll width is.
You use the ruler to make the angled cuts, once you have the tube sewn. I had to watch that part of the video at least six times before I felt confident on how to do the cuts! I wish she wouldn't go so fast in the video...
