That's BS I've stuff 24 12" squares in Flat Rate, I even had to tape it shut to stay and they said nothing, there just wanting extra money to keep....And I've done this more than once...Not only that I've recieved Flat Rate all stuffed with a lot of yardage so if it fits and closes, it goes!
