Measure and decide which size according to the pattern, patterns are designed to have some "wiggle" room. I couldn't see the pattern piece number in your #2 picture that looks like a neck facing, usually(not always) those are cut on the fold. You can also put your smaller pieces, the one's that look like facings quite a bit closer together, which would allow more length for #19, although from the picture it still looks like it won't fit width wise. Sometime you can rearrange the pieces so you can get them all on. Hope some of these hints from everyone will help.
