I feel your pain and frustration. I've never actually measured my rulers against one another, but one quilting teacher years ago told me to always use the same ruler when cutting, as there could be a slight difference. I guess that's like making sure that when you are quilting that you use the same machine when piecing, as every 1/4" is not the same, depending on the machine.
