You don't need to put the salt in. The vinegar works by itself, but does better on a hot, sunny day. The salt might be good for a gravel drive, though. It will make the soil not good for growing. I wouldn't use the salt where you want to grow things besides weeds.
In the last 5 years I've used lbs. of salt on the gravel drive. It did nothing. Each year I used different types of salt.
