If the water isn't hitting your motor, you're generally ok in flood condition. The problem is that roads, driveways, etc. may have dips that suddenly put your engine partially underwater. If the water is up to your motor, starting the car could draw the water into the engine and destroy it.

How do I know? I did it once. Thought I had enough clearance to go the last 50 feet home to my driveway. The car died, my husband, son and I pushed it the rest of the way home. DH did an immediate drain of all fluids in the engine - yes, there was water in the oil - and replaced them with "fresh" fluids. That saved the engine. DH said it could have gone either way, that we got very lucky.
