Yes, it's true. I have a friend that buys tops off the internet (or wherever she finds them) and uses them to practice her quilting (longarm), I don't know about all of them, but I know she donates some of them to local quilt quilds that make charity quilts.

She does make her own tops, but it is a real time saver to not have to make the top also, especially when you just want to practice.
This is really too bad I don't have some of you around me. I have about 20 tops waiting. I'd gladly provide it all (batting, backing etc) just to let you practice...sigh. But I'm in another country...so I'm determined to learn FMQ because I didn't enjoy SID quilting...
