I googled images of every thing that was suggested and the picture you have doesn't come up. It appears it isn't a dental tool, lace maker, crochet counter, scarf holder, tie holder, etc., so it must be a "thingamajig" like was suggested. If you ever find out what it is please let us know. (It would be funny if it turns out to be a decoration from something crazy like a car visor!)
