I'd guess on the side of a device to hold your beginning threads, etc. for making lace and/or macrame (remember macrame?). It looks like the thingies on the ends are round which would facilitate taking off the loops when the length is done and finishing off the beginning edge.
I vote for lace/macrame/braid device hung from whatever is available at the length you need to eliminate the slack.
