Up here a dehumidifier can work wonders up to a point. The currant heat need AC cause it just to dog-gone hot!
Swamp coolers are easy and cheap to make and economical. Its nothing but a big fan and wet strawlike material.
They work better in low humidity.
One in a window will cool a whole room.
The drawback is you have to put water in its little tank
yourself, and every so often, before it will work.
