i haven't done anything with plastic totes-but did cover file boxes with fabric like you are talking about- i did the strip around the perimeter of the box - used rubber cement- i always make such a mess when i use my glue gun!
but i would think spray on adhesive (craft-not quilting) would work. or any of the methods you mention- do a little experimenting. i think you will like what you come up with
