One thing I enjoy about this site, is that googling to find answers brings up so many techniques and patterns. Here is one pattern of the template, though getting it to the precise size might be difficult.

I believe the Jacob's Coat is indeed the old Joseph's Coat pattern, one of the many blocks with Biblical background. It is not the pumpkin seed block, which has fewer sides. Nor is it Robbing Peter... Also I found at least one one other Joseph's Coat with a completely different look.
