Any batting that isn't pieced together should keep your mug rug steady. I have been using mine for many months and have never had a problem with the cups/mugs tipping. :-D
Make one with what you have on hand and see how it works for you. It is a great way to use up scraps of batting & fabric left over from bigger projects!
