I know this may be a dumb question, but did you move the bobbin winder down towards the belt so it will make contact? Contact with the belt is what makes the bobbin turn. Also, have you turned the silver knob on the big wheel to disengage the needle shaft? That way the bobbin will wind without making the needle go up and down.
