Sounds like a wheat pack to me. Is a tater bag to keep the potato hot or just to cook it in. I've seen buckwheat mentioned on a couple of sites. DD filled some with rice when they made them for school fete. I have a couple and as Glassquilt said they feel so good.
Tater bags are actually used to cook the potato. I don't have one but a friend of mine does. And the search I did on this question brought up a couple of things about tater bags. Good bazaar item!
