I vote for birthing it (now that I know what it is) and stitching in the ditch or a angled quilting. Something simple.
I personaly don't like the idea of tying for baby quilts. I just keep picting the ties coming out and ending up in baby's mouth. Don't know that it would ever happen but it scares me never less.

What I need opinions on is whether to tie it or quilt it, bind it or birth it. I don't have any of the material in the quilt left, so the binding would be different.
