I would topstitch after turning, then do a second topstitch row about 1/4 to 1/2 inch inside the first top stitch, maybe in a decorative stitch you could also add somewhere on the placements.
I have made reversible placemats & just made 2 sets of napkins - 1 to match each side. I did a narrow rolled hem to finish the napkins.
