You don't mention what colorway you want, or if it's the first or second collection, or if you want it all.
If you search on "Lily and Will fat quarters" here,
http://quiltshops.com/ there are quite a few results.
Exclude the FQ from the search and you'll see how many shops offer it. Many, like the one below allow 1/4 yard cuts.
Of course, if you do find ONE shop that has everything you want, it can't hurt to send an email asking if they'd allow you to order a quarter yard.
