No, there's really no such thing as reverse applique. Applique is applique! You turn it under and you sew it down. However some people do call it reverse applique when the primary pattern is being revealed by cutting away and tucking under the "background" part of the pattern. In this case, the primary pattern is what is being turned under and sewn down (it's on top) so it doesn't fit that definition.
I respectfully beg to differ, but I took a quilting class in 1981 and it included "reverse applique", so if there is no such thing there are many quilters out there that think there is. Just google it there are several tutorials online.
