I have about given up on overseas buyers, they are just too much headache. the last one managed to send a PP payment for the cost of the item only, after I had sent an invoice with shipping. I refunded her partial payment and am waiting for her to resend the whole amount. Of course I can not report her as a nonpaying bidder because of the way she did it.
