Here is a link that is the same technique that is in English. Not the same block, but the same way of doing it, using folded pieces of fabric.

Your link is "Foundation Piece."
This technique is totally different.
Just then sewing the fabric turns ... but this fabric should not "stretch" beyond the next mark.
But is carried up to the mark and "rests" on it. This creates an excess of fabric, which results in the "fold" of each piece.
