Yes, "wonky" is a quilting term. Google "wonky quilt blocks" and you'll find pages of off-kilter type blocks that are very fun and interesting.
To make the blocks you are talking about-you need to cut a strip diaganolly and sew them to the block. Bonnie has a good tutorial about it on her scrappy house
