You are correct that for 9 blades, each blade covers 40 degrees. For the first cut, you want to make an angle that is 1/2 blade+90 degrees. That means for 9 blades the first cut will be 110 degrees and the remaining cuts at 40 degrees. You will likely need a protractor or a different ruler to make those cut, or make a template to follow. I cannot think of an easy way to cut those angles without a protractor.
