this is why i prefer the lazer-etched fluorescent rulers. they are so easy to see precisely with.
OK you've peaked my interest - what is a laser-etched ruler, or who makes them?
there are many fluorescent rulers out there [i just spent 20 minutes googling them] but my favorite is one i picked up at a quilt show sold by leo9textiles. i can't find a website for him. however i found a website that also sells this kind of ruler

the lines are fine and there are not a lot of wide extra marks that get in the way. HTH
