Texas has one of the best anti-bullying laws in the nation. You can check it out at:
http://www.bullypolice.org/tx_law.html and then get the word to those parent(s) to hold the school officials' feet to the fire. Otherwise, legislate.
There's no reason for a kiddo to have to go through that kind of torture, but she will unless somebody takes that bull by the horns.
