You are sewing on the binding to the front of the quilt, using a 1/4 inch seam allowance. It is the same as if you were adding on sashing, more blocks or borders. You are hand sewing the binding onto the back of the quilt.
When you cut fabric for binding, say 2 1/4 inches, you then fold it in half, wrong sides together and iron the fold. Now it is just barely over an inch wide. When you sew it with a 1/4 inch seam allowance to the front and wrap it around to the back of the quilt, it will be approx 1/2 inch wide on the quilt back
