7/8 line is the first little line/dash to the left of the whole number's line, when you have the ruler in front of you with the numbers progressing from left to right. It is not a complete line, just a dash, and if you count them, you will find that there are 8 of those little dashes between the whole numbers.
Fractions are not difficult if you think of them as a pie. The bottom number is the number of pieces of the whole pie and the top number is the number of pieces you get to keep! It is much easier to visualize a pie (apple, pizza, chocolate, you get to choose!) than those abstract numbers!
