Sounds like its a table mounted Handiquilter frame. I had a HQ16 and loved it. Added a Quilters Cruise Control (an add on stitch regulator) and it purred like a kitten. Only reason I sold it, was because I wanted to quilt bigger quilts. Found a used Gammill and sold the HQ to a friend who runs the heck out of it.
