Child Protective Services are so overloaded, so overworked they cannot keep up with this stuff. Drugs = child neglect, child abuse, child growing up to do the same things. Meth, for example, causes basic parental instincts to disappear. Legal meth wouldn't be any different than illegal meth.
It's a human tragedy of epic proportions and a cancer in the nation.
