I have a feeling you've just been scammed by someone pulling your heart strings and looking for a handout. No, this *initial* letter probably did not ask for a handout, looked like he was just was trying to "raise awareness", but if it's a scam the $$ will come in eventually.
Servicemen who are dog handlers have the option of "adopting" retired dogs working in their care under a law signed into effect in 2000 (with some veterinary restrictions). For dogs that are not selected to be adopted by their handlers, there are DOZENS of organizations which support and fund operations to bring these dogs home and adopt them out to families.
