I'm attaching a jpeg of an exploded block. All the blocks are the same. After you make the blocks just add the sashing.
The two borders could be pieced strip sets and then cut down. Probably something like one strip of black 4-1/2" x WOF and one strip of background 2" x WOF, subcut into 2 inch strips AND one strip of black 12-1/2" by WOF and one strip of background 2" x WOF, subcut into 2 inch strips.
