How about this: cut the border from four and arrange them in a square, on point (?diamond), to make a center medallion. Fussy cut four and applique on a contrasting background to make triangular corner blocks around the medallion. Add an inner border of the contrast fabric and then arrange the remainder of the flower blocks around the border. Flowers left after the fussy cutting could be appliqued as accents.
