Definitely something weird going on with that website. This is the first site I think of when looking for a NYB pattern:

If you do decide to reduce or enlarge a pattern--just remember to fix the seam allowance before you start sewing. It got enlarged or reduced also on your template/foundation. I usually cut out the pattern without seam allowances--make my reductions or enlargements and draw it back on my final templates/foundations.
