I have seen that sort of fabric before, but long ago. My guess is that the designer intended the dashed lines to look like handwork, maybe topstitching over appliqued edges. Notice that the lines continue where one overlaps another. I don't think they were intended as a users sewing lines.

If it were mine, I'd cross cut those WOF groups of 3 flowers and use them as a rectangular block, maybe alternating with red, blue, yellow and green blocks. Or maybe square them up with strips of those colors. for sure you have enough for a nice quilt that way.
